President
Michel Bechtel

Michel Bechtel of Morgan’s Point was appointed to the Gulf Coast Protection Board of Directors by Governor Greg Abbott in 2021. He was unanimously elected as Board president. He is the President of Bechtel Exploration Company, and currently serves as the Mayor of the City of Morgan’s Point and on the Board of Pilot Commissioners for the Ports of Harris County. He is a member of the American Association of Petroleum Geologists and the New Orleans Geological Society, member and past president of the Harris County Mayors and Council Association and a board member of the Bay Area Coastal Protection Alliance, Bay Area Houston Economic Partnership, and the Economic Alliance Houston Port Region. Additionally, he is a member of the Chambers County Mayors Coalition and Port of Houston Commissioners Community Advisory Council.

Bechtel received a Bachelor of Science degree in Geology and Geophysics from Louisiana State University in New Orleans and a Master of Science degree in Petroleum Geology from the University of New Orleans.


Commissioner R. Jack Cagle

Commissioner R. Jack Cagle has served as county commissioner for Harris County Precinct 4 since 2011. He was re-elected in 2014 and most recently on Nov. 6, 2018.

As commissioner, Cagle represents nearly 1.3 million residents and manages a staff of 445 employees with a Precinct 4 budget of $290.5 million.

He has spent 30 years working with and serving the residents of Harris County Precinct 4 as an attorney, an elected judge, and now as county commissioner.

Until his appointment to Commissioners Court, Cagle served 11 years as judge of Harris County Civil Court-at-Law No. 1. Harris County voters elected him to the bench countywide in 2000 and re-elected him in 2002, 2006, and 2010.

As judge, Cagle consistently earned high ratings from the Houston Bar Association and received numerous awards from legal, business, political, and community groups. Twice recognized as “Judge of the Year” by law-enforcement groups, Cagle was also recognized by the Mexican American Bar Association of Houston and served as an officer in the Association of Women Attorneys. He was elected by his peers to be Administrative Judge for the County Civil Courts and as President of the Texas Association of County Court-at-Law Judges.

He previously served as a representative on the board of the Houston-Galveston Area Council and the Board of Directors of the statewide Public Power Pool.

Cagle is a graduate of Rice University with triple majors in economics, history, and managerial studies, as well as a graduate of Baylor Law School. He is married to Janet, and they have three children: Richard, Victoria, and Elizabeth.
 

Timothy (Tim) E. Buscha, P.E.

Tim has 30 years of experience in the capital improvement planning, permitting, funding, and design of streets and highways, storm water drainage, and floodplain management. He has managed projects including roadway paving and drainage design, watershed hydrologic analysis, detention pond analysis and routing, channel hydraulics, and floodplain analysis.

 

Tim joined IDS Engineering Group in 2003 as a leader of the water resources group, in 2009 he transitioned into leading the public sector practice area and in 2014 became president of IDS. He spent 11 years prior to IDS working for the USDA-Natural Resources Conservation Service as a water resource engineer on projects throughout the state. In his day-to-day role at IDS, Tim provides oversight and support to other project managers, technical leadership and oversight on drainage related studies/projects and manages client relations/business development activities.

Tim is active in Houston area community and technical organizations including West Houston Association, ACEC-Texas Houston Chapter, past officer with the Texas Section of Agricultural and Biological Engineers, member of the Texas Floodplain Managers Association, and has served on the Texas A&M University Academic Advisory Committee for the Agricultural and Biological Engineering Program. In 2018 Mr. Buscha was engaged with other business and community leaders to seek increases in funding for drainage infrastructure in the Harris County area, he has testified to committees of the state legislature and engaged with the development of new drainage and floodplain regulations in Harris and Fort Bend counties.

In October 2020, Tim was appointed as the Industries Representative to the TWDB Region 6 San Jacinto River Regional Flood Planning Group. He has actively engaged in supporting the flood planning group by serving on subcommittees and providing technical leadership. In August 2021, following departure of the current Chair, Tim was nominated and approved as the new Chair by voting members of the Region 6 Regional Flood Planning Group.
