About the Speaker:
Edward M. Emmett became Harris County Judge on March 6, 2007.

A member of the Texas House of Representatives from 1979 to 1987, Judge Emmett was chairman of the Committee on Energy, a member of the Transportation Committee, and represented the state on numerous national committees relating to energy and transportation policy.

In 1989, President George H. W. Bush nominated Emmett as a Commissioner at the Interstate Commerce Commission. After being confirmed unanimously by the United States Senate, Judge Emmett served on the commission for three years.

Judge Emmett has received international recognition for his work in transportation and logistics policy. He was named Transportation Person of the Year by Transportation Clubs International and one of the Top 20 Logistics Professionals by Logistics Forum.

County Judge Emmett, working with the county commissioners, manages the nation’s third largest county. He also is director of Harris County’s Office of Homeland Security and Emergency Management, chairman of the Harris County Juvenile Board and chairman of the Conference of Urban Counties Policy Committee.

With Guest Speaker Texas Rep. Jim Murphy

State Representative Jim Murphy represents District 133, West Houston. First elected in 2006, Murphy serves as Chairman of the House Committee on Special Purpose Districts and is a member of the Ways & Means Committee.  Murphy also serves as Floor Leader for the House Republican Caucus.
His legislative accomplishments have earned Jim awards from organizations including the Texas Association of Business, National Coalition for Capitol, Texas Right to Life, Texas Conservative Coalition, Combined Law Enforcement Association of Texas, National Federation of Independent Businesses, and Texas Chemical Council.
Prior to his service in the Legislature, Murphy was twice elected to the HCC Board of Trustees, serving from 1997 to 2006.
Jim works as an economic development consultant through his firm, District Management Services.  In this capacity, he has helped bring in over $2 billion in new investment and tens of thousands of jobs to West Houston. 
Murphy grew up in District 133 and graduated from Strake Jesuit and UT Austin. He and his wife, Dr. Kathleen Murphy are members of St. John Vianney Catholic Church and have two adult sons, Robert and Pace.
